Fan controller or variable resistor?

So i'm planning on re-hooking my Delta 120x38mm fan (rated at 12v 1.6A).The obvious problem is the noise,which i'll deal with by undervolt the fan.Now should i buy a fan controller with 3-4 channels,each can provide 15W (the cheap model i guess) and only use one channel for the Delta (the other 3 fans are PWM or fixed speed model and are silent)?Or should i just buy a variable resistor and solder it on the power wire and call it a day?

To sum it up:
-Fan controller:Easy access,pricey,only be used with 1 channel and might not provide the full power for the fan.
-Variable resistor:Cheap,not really interfere with the rated power of the fan,hard to access (as i'll have to open the side panel to reach it).
 
Mouting it on the rear I/O would require me to add some additional wires so it could extend to the rear.

I consider the VR for 2 mode:5-7v on winter and 10-12v on summer,which would only require me to open the side panel for once in a few months (except urgent need).

Is there any cheap fan controller that con provide up to 20-25W on one channel?
