Extreme Temps - E4500

Ok, long story hopefully someone can help me.

On about july 31st I ordered an E4500 CPU, got it, tried it out on my pc, put on the new heat sink only to find it's incompatible with my motherboard. So i take it out put it back in the box and it sits on a shelf until just yesterday when i got a new motherboard, the 650i
I also got 2 GB of G. Skill DDR2 800 Ram. And this case as a reference to the kind of airflow i would have with my setup.

I put it in and put the stock cooler on it which already has used paste sadly i have none to put on it. I ran CPU-Z and saw that when i wasnt using much of the cpu the multiplier would drop to x6 resulting in a clock speed of 1200mhz and when i start using it it goes back to 2200mhz. Problem is when im not using it goes down to about 40 degrees C, and then when i start, after about 2 min under a considerable load the temps of both cores go to 80-85 degrees C.

I ordered some arctic silver 5 thermal paste, and the ARCTIC COOLING Freezer 7 Pro 92mm CPU Cooler which should be arriving tomorrow or monday.

My friend told me he thinks it might be broken, I doubt i can still RMA if it is broken. Any idea whats up? Could old thermal paste really make the temps increase so much like that?

reusing the old TIM material that came on the stock heatsink does not mate good at all. You need to clean it all off (90% or better rubbing alchol) and the temps will come down. as for the speed you MB throttles back the multiplier when at idle or very low loads. This is normal

ok thanks, do u think it will be fine until i get the new paste and cpu cooler which will be monday at the latest?
