External USB Hubs, less performance?

Is using an 4-port USB external hub going to split the total bandwidth for the devices into 4 for each?
 
If you are using 4 High Speed devices, all transfering data at once, then you would take a performance hit. Basically you have 480 mbps that gets divided up. Chances are you are only using 1 or two ports at same time. Using = actively doing data transactions.
 
you can have something like 127 USB devices plugged in at one time. it works but it is slow.
