External TV Tuner options?

I would really like to have an LCD TV for my bedroom, at least 15" in size. Seeing as they cost upwards of $300 I am looking for other options. I have an extra Samsung Syncmaster 710-N LCD monitor with Analog input. I was able to find this product: AVerTV Box7 from www.avermedia.com that is an external TV tuner. Has anyone heard of/used this product? Any other suggestions?
