external HD problems

I have a 80GB seagate HD in an external enclosure, and when I plug it into my usb port, windows recognizes it, but there is nothing showing it as a storage space. I'm guessing it's because I need to format the drive, so can I do this through usb 2.0? And how would I go about doing it?
 
Start > Run > (type) diskmgmt.msc > RClick Unallocated Space > Partition and format

you are limited to either 4 primary partitions or 3 primary partitions and one extended partition (with its own additional logical drives) per HDD in Windows

and avoid the use of dynamic disks if your not fully aware of the consequences (links regarding that are in ther Advanced HDD Issues Sticky Thread)
