Explain paging to me?

Like the title says, specifically related to Windows pagefiles. Windows' Task Manager shows pagefile useage, and it confused me greatly, as I thought the pagefile was only used when the system ran out of memory. Instead, I see a consistant paging, rather it's 80MB, or 800. Is it possible to have Windows stop doing that and use physical memory instead? Would there be any advantage to it? (Seems to me that it'd improve general system responsiveness. If this isn't true, could you explain why?)

Oh, and on a side note, is Kernel Memory physical RAM being used by the Windows kernel? And WTF is Commit Charge?
