Exchange 2007 Calender Permissions

Ok first i want to say thank you to everyone that helped me figure out how to get the username back on the lock screen. Now I have another question. I have been googling and racking my brain. Is there a way to share the roomresrvatino calender to everyone in "Houston". I can't find a way to do it in the console but i did find this command.

Set-mailboxcalendarSettings -identity Confroom -Resourcedelegate <user> but it seems the users have to be in exchange i can't use the group houston.
 
Yeah the users will have to a Exchange account and I believe Exchange allows you to make your own groups within it and hand our sharing permissions that way. Not to sure though, been a while since I worked on Exchange. But I do know the users you want to view the calendar have to have a Exchange account.
 
the user's need atleast a mail-enabled account (mailbox-enabled isn't necessary) in Exchange to be able to access any Exchange resources
