E-mail to mexico being sent in MIME format?

So my dad has been trying to send emails to a contact in Mexico from here in the US, and according to him (dad), the other guy kept trying to send an email and it kept getting rejected and sent back like four times. This is what an emial my dad sent to the guy looked like, the other guy sent us this back for us to see what he is seeing. It seems like the words that were sent are still there in tact, but are followed by "20" "20#" and "=" I have redacted/removed some words because it has some private info that was sent in the email.
Any help at all is greatly appreciated. Thanks in advance!

EDIT: If it helps, the other guy has an email account with prodigy. His email address ends in @prodigy.net.mx
