DVI and refresh rates

I'm about to buy a new 19inch LCD, and have a choice of an 8ms analog or 20ms digital. The blurb on the site says for the 8ms "up to 125fps", where the digital says "up to 50fps". Seems to make mathematical sense, but I thought DVI was locked at 60hz. I understand that LCD refresh rates aren't the same as with CRTs, but I'm still a bit confused - is the refresh rate tied to the ms rating of the monitor? Am I better off with the analog and setting the refresh manually to 85hz, or stick with the *slower* DVI monitor instead?
