DVD drive won't read CDs in Windows, will in DOS

I installed a DVD burner in my computer. It has some funny behaviors with CDs:

It will burn CDRs and verify them
Later, it won't read the CDR if I insert it.
It won't read some commercial CDs
It will boot off a bootable CD, but that same CD won't be readable if I access it in windows.
An external CDROM won't read CDs.

It seems like some kind of software must have been loaded that interferes with reading CDs since the problem seems to only occur in Windows. Nero can verify CDRs so at some lower level they are accessible.

Anyone have any ideas? It is a Pioneer A04 (?) drive and I'm running Windows 2000.
