Driver not working correctly?

Got an Raydeon HD 5850 video card. Has worked fine for me. I just reformatted but the new driver I installed doesnt seem to be taking.
I`m supposedly using this driver ------> 11-1_xp64_dd_ccc_ocl an 86 meg driver.
BTW I do have a 64bit system.
I cant start Catalyst Control Center by right clicking on my desktop or start it thru my start menu.
When I want to change resolutions all I can use is the default display settings.
When I check the device driver settings on my card it says I am using a Microsoft driver version 6.0.6000.16386.
Why would this driver not be working?
 
Install the latest intel motherboard chipset drivers from www.intel.com and check your bios settings to make sure primary video or init display first option is set to pcie. Try an older driver if still no good. I'd try 10.5 to start.
 
Ok, what seems to be happing is that my pc installs the universal driver for my card. And wont let the Catalyst driver install over it.
I`ve went to device driver and uninstalled device. Then I tried to install the Catalyst driver, then scan for new hardware in the device driver screen. But it still installs the microsoft driver instead.
When I check the properties of my device i see a message.
Here is the current device status...
"This device cannot start. (Code 10)

Click 'Check for solutions' to send data about this device to Microsoft and to see if there is a solution available."

What version of windows? XP 64/Vista 64/ Win 7 64
 
Vista Home Premium 64bit
And the chipset driver is not available because the VGA adapter is "is unknown or unsupported" also showing the microsoft version i stated earlier.

You should be able to disable that. I can't remember how on windows vista 64, on windows 7 you right click computer, click properties, choose advanced system settings, click the hardware tab, click device installation settings this will then let you tell windows to not install drivers from windows update, choose that and apply, remove the device and reboot, then you can try and install the catalyst driver. since 7 and vista are so similar this may work but things may be named differently, right click computer and look around as the option should be there somewhere.

Thanks for pointing that out cerwinvega. The XP driver I had was the one it gave me when I went thru the dropdown menu and chose Vista 64bit. So that was odd it offered me that driver. I didnt even notice it wasnt a Vista driver.

Got the problem fixed and it wasnt because of the wrong driver. I tried the Vista driver to no avail.
My pc hadnt even downloaded service pack 1 yet at that time. After installing service pack 1, I had no problem getting the Catalyst driver to install.

I`m currently using an ATI driver version 8.812.0.0
And I`m an FPS player so framerate is paramount.
I just reformatted so Im trying to get back to my old form.
I had my framerate capped at 125 fps on CoD world at War and it always stayed at 125.
I didnt save my old driver that got me that 125 fps. And I just installed the game along with what should be the latest driver for my card. A Raydeon HD 5850.
But this driver only gets me 20 to 30 frames per second. With this new driver I see a new Catalyst control Center that I dont believe I had before.
You say start with the 10.5 version? my current version is 8.812.0.0.
What changes need to be made to get better framerate?
