Drive cloning software

I need some software that will allow me to clone a larger drive to a smaller drive. Both are 250GB, but when formated, the source is 1GB larger than the destination and normal utilities like ghost are not cloning the RAW image because the source is larger than the destination. I bought hdclone, but the license has not been sent.

Kinda hard to clone a bigger disk to a smaller one. And, most software look at the used space and clone according. Is the source 100% full ?

HDClone does it, but like I said they have not sent me my license.

No source is not full.

Also, as I said both drives are 250GB, but when formated there is 1GB difference for some reason?
