hey man, this site is cruel.
i've posted a few times asking for advice since joining a couple weeks ago...and no one cares to answer--ratbastards.
anyhow, you want to set up dual monitors, eh?
i'm reading your post on the right monitor, and typing this response on the left monitor right now.
i gots the 9700 with whatever the latest cadillac driver version ati came out with in '03, so my dual setup would work for you too.
all you need to get it up and runnin' are two vid cables, dvi+vga, coming from the 9800 and connected to two monitors.
using hydravision by ati sucked, so i tried out ultramon.
that is a bad-ass slick tool.
in its most basic and intuitive permutation, its user-friendly operation flows just like the windows gui.
one button to close the window, 1 2 maximize to single monitor, 1 2 minimize, 1 2 transport window to other monitor, 1 2 maximize to both monitors.
you can play around with mirroring/horizontal mirroring/etc., but the basics above are the staple of a dual monitor setup, and ultramon integrates those functions smoothly.
i'm copying someone elses setup tomorrow by purchasing a leadtek tvtuner/vid-capture card.
that will take this craziness off twin screens to a new level of sensory overload...zelda on one screen, anime on the other--holy smokes!

oh yeah, i use the dual monitors for productivity tasks as well, like mechE cad tools and fpga design software.
it took some time to seamlessly integrate the sophistication of dual monitors into the old methods of windows operation.

Search function is mighty useful, so is having a brain.
If your video card has two outputs then... ....I don't have to say anything more. Get another PCI video card if it doesn't.
You can either clone or use your second monitor as an extended desktop. One can always display different things on the monitors, nobody is stopping you. There are always other options which are more advanced, but then you have to be more specific.
Remember that it is you who is asking a question. You have no right to demand an answer if you don't pay us. You forced me to register. This is a pathetic reason to register....

Who said the search the function in the forums? One can find lots of information by typing two words such as "double monitors" in any search engine. There are many sites for newbies to get started.
In the end it is YOU who is asking the question. Whether you get an answer or not depends on the nature of the question, how many people are online at that time, how you ask it, and your level of intelligence reflected through your question. Did we owe anything to you for you to be demanding an answer so quickly?

I was just looking on past posts and noticed someone saying if you have a game on your prim monitor and you want to do something else on your secondary monitor, you will need to alt-tab your game... Is this true?

It depends on software. Most games run full-screen as default, and if you can't change that, you need to alt+tab. Some games do support non-full screen modes in their video configuration. Some games support non-full screen and others you must change configuration files which can mess up the game sometimes, but with most games you are stuck in full-screen mode.
If you are running in window mode, set the resolution to your main screen's native making it take up the whole screen anyway, and then you can do other stuff with your secondary monitor. Do note that window mode consumes more resources so don't expect newer games to run smoothly unless you got some badass hardware, and of course even in window mode you still need to alt+tab to get out of the gaming interface (too see your mouse), or alternatively, you can't move your mouse around too much or it will automatically move out of the gaming interface, this also depends on which game you are playing.
In the end it is quite a fuss so I would not recommend it. You can however clone your primary monitor when playing games, that is no problem at all. I don't know why anyone wants to do that when playing games alone, but at least your other monitor won't come to a total waste.
