does a dual band adapter increase throughput?

When you have both a dual band router, and a dual band adapter, does that give you a theoretical peak of 600mbps on the Adapter? or does it only connect on one frequency at a time from the adapter?

Dlink DWA-160 with an E4200.
 
Short answer : no

Long answer : most "dual band" routers and adapters are single radio devices capable at operating at 2.4ghz OR 5ghz. A "dual radio" access point/router can serve the essid on 2.4ghz and 5ghz at the same time to multiple clients. So maximum throughput on the RF increases, but not to an individual client. I have not seen a 'dual radio' client device (does not mean they don't exist, I've just never seen one).
