Do motherboards determine voltage needed?

for about the past 6 months i have had my Q6600 on a p35-ds3l. now, my Q6600 is a G0, but it doesn't volt like one. i definitley can't get to 3ghz on stock voltage, its more in the1.35-1.4 range. and even then i hit 40-45 idle 60 C. i use a zalman 9700, and i have seated it over and over, with arctic silver, but the temps never seem to get any better. now if i get something like the EVGA FTW, or ABIT ip35 would i be able to overclock the cpu at lower voltages because of build quality? also, is there a better cooler out there that is less than $55 out there for a q6600?
 
well, not all processors overclock the same way, even if they have the same S-Spec, in your case it might be SLACR. So the most probable thing is that u got a bad cpu for OC. it happens, sometimes u can hit 3,2GHz with ease and some other times u can barely reach 2,7GHz with the highest voltage
 
Your 2 basic things that can have an effect on how much voltage a CPU requires to overclock to a certain extent... besides the CPU itself are the power supply and the motherboard.

Even if you have two motherboards that are the same model and same revision, they may not be equal in overclocking ability.

Good clean power also helps a lot when overclocking.

Even poor power at the wall can affect it somewhat, although you can combat poor wall power with a power supply that has pfc (active being better than passive) as well as having a UPS.

Another thing to look at is vdroop, that is the difference in voltage at idle vs, the voltage at full load. Generally, the worse the vdroop, the higher the voltages you will need to get the same overclock.
 
The DS3L boards have really high Vdroop compared to others - probably that's your problem.
See this thread about your mobo and search for other users with q6600 and what are their voltages.
A very good low cost/high performance cooler is the Xigmatek S1283/Kingwin 12025 - they are best suited with a 65nm dual or quad CPU. ;)
