Does anyone of you know whether it works if just cut a normal sim card and make it into a micro sim to use in my iPad? My mobile phone provider says I cant

Yep.
Now, having said that and provided that link, the only difference between a SIM and a microSIM are the size of the cards, for the most part. As long as you're very careful and follow those directions, or ones similar in principle, the result should be a "cut" SIM card that will fit into a microSIM slot and should work just fine.
