directx 9b install problem

ok, i know this is a very old problem that dates back to when it was first released and i remember once fixing it before, but for the life of me i can't remember how to. i've tried everything i could think of on google and couldn't find any useful information

this problem: when i go to install dx9b i get an error when it tries to copy ipsink.ax, says the file hasn't passed windows logo testing and will not be copied. can anyone help me please? i've tried reinstalling my gfx drivers, sound drivers and mobo chipset drivers to no avail...
