When does Direct X 10 come out? When will cards come out to support it?

and more importantly...

Will the cards being released today be able to play Direct X 10 games?

Question 1. Answer: When Windows Vista (code name Long Horn). This is because the new direct x is the back bone of the new windows. So I don't expect dx10 to run on older ver of windows including XP.
Question 2. Answer: Yes the older cards will run DX10 games but won't utilize theyr special effects example ati x800 series can't truly display Smart Shader 3 and HDR (need 32bit color) but those cards still play sm3 games without all the extra eye candy.
The jump in DX10 will be so much bigger, I'll include destructible environments, day n night ligthing like real world (transition morning-noon-dusk ect movement of sun n moon) And real foilage on trees, if u pass a branch ill bend as u push it and ill snap back once u cross.
here is a video running DIRECT X 10 on FARCRY

DX10 is a year away, don't worry about it now, it won't matter until Vista, and by that time that generation of cards will most likely fully support it.
