digitizing 8mm tapes

I have to digitize a bunch of 8mm tapes at work, currently it takes about 2GB for 15minutes of video using adobe premier...what's the best way to have the video play on DoD computers that only have the standard default codecs that comes with windows but not have it take up so much memory? currently the video is 640*480 resolution and we really don't want to lower it beyond that.

NEVERMIND...found out how to export them into wmv format
