difference between cas 2 and cas 3?

im looking to get 512 of corsair with my pc upgrade, what should i get?

There are so many to pick, is cas 3 way better than cas 2? im on a decently tight budget, i want to get the best for the dollar. thnx
 
The lower the CAS #, the better. For everyday use, you'd never notice the difference between CAS 2 and CAS 3.

cas 2 deffinatly, but its not a huge deal, a lower cas does meen slightly better oc normaly though... but as with many things when it comes to computers, you wont realy see a diference
