Device Manager Flickers when overclocked??

Hi,

Last night I noticed that when in the Device Manager panel in Win 10 64 every five seconds it would blink. System seemed stable at 3.8ghz overclock @1.2v of a 3.3ghz 5820K just using the multiplier on an MSI X99 motherboard. So this morning I loosened the command rate to 2T and took it down to stock 3.3ghz and didn't notice any flickering or blinking. Since at work had not had time to experiment with it more. What settings reinforce the pci-e bus I wonder? VCCSA? Should I try bumping that?

PS: Got an extra X99 motherboard on hand though if I have to test components in another motherboard ..
