I received a Dell 2005 FPW for christmas as you might know from my other posts and pictures...

I play only a few games like World of Warcraft.. half-life2, and counter-strike source

Those games on widescreen mode.. look and play really great..

The only problem im having is playing Counter-Strike 1.6.. because the widescreen function on the game.. is not what im used to at ALL.. and it is extremely choppy.. so i tryed playing @ 640x480 and it looks strethed.. but im used to the feel..

I have a program a friend gave me where I can play around with the refresh rates..

Would it be safe for me on this monitor to be playing around with the refresh rates.. and if i did, would it be safe to change the 640x480 resolution to a refresh rate from around 75-100.. and same with a higher resolution like 1024x X..
 
The max refresh rate it supports is 75hz at any resolution. You could go to 75hz and with VSYNC on you should get ~75 fps. Or you could turn VSYNC off... which could introduce tearing but will allow much higher fps.
 
I play CS 1.6 on my 2005FPW at 1650x1080 and its extremely smooth. Running on a Radeon 9600XT.

THe other games you said run smooth...I can't see why CS would not.
