Dell 193FP - constant blackouts - HELP!

My friends Dell 193FP developed a strange problem. It would just go blank - nothing on screen - power is on. At the begining if you turn the monitor off and then on again it would work. But now when you turn it on it shows the desktop for maybe 1/5 of a second and then nothing.

I tried a different computer and a different cable - same thing. I guess that meens it is something internal to the monitor? The trouble is that it is a few months out of its 1yr warranty.

Any suggestions for how to fix it or for how to deal with Dell support?

Sounds like you already tried a different cable and different video card so it does sound like something with the monitor itself. Your best bet is to try Dell tech support and see if you get lucky...it won't hurt. If you have a business account your chances are better at them bending the warranty rules...Dell home will connect you to India where they follow a strict script.
