CS:S lying about FPS?

I started playing CS:S on the comp in my sig recently and I noticed that it runs like crap. I can run HL2 1600x1200 6AA 16AF max all and it runs like butter thought I do think it is not getting the 80-120FPS that it says. But when I play CS:S with these settings it still reports about 80-120FPS but I'd swear it's no more than 20. I tryed lowering the res to 1280x1024 and the reported frames dropped and my game ran even worse. Is this a known problem or is it just me? I'm useing the 4.12b's...
 
will do be right back... I've never used FRAPS how would it met me know where my problem is?
 
also i used to get like over 100 fps on some servers and it feels like 20... don't ever come back to that server again because it's probably running on a pentium 3 or something because the server is slow and that's why u feel so laggy..
