my crt maximum resolution 1280x1024 and i set an image as my desktop wall paper and resolution of this image is 1600 something so im seeing 1600 resolution image or 1280 resolution image?
 
1280 resolution of course, and it depends if that 1600x picture is scaled or 1:1 ratio, if 1:1 ratio you will not see it fully as the rest of the pixels are cropped. Btw, you should not use 1280x1024 resolution on 4:3 CRT display as the aspect ratio is "squashed". You should try 1280x960 because that is the right aspect for 4:3 displays.
 
i dont use 1280 resolution i use 800x600 on desktop if u were talking about games then i dont play games on pc
 
the desktop pic is stewched, or in your case, squashed in order to fit in the alloted space
