CPU wayyy too hot

I live in a pretty hot place in san diego where my room is always in the 80's probably. Anyway, my CPUs temp is AVERAGING 65 degrees celcius which is abysmally high, is there anyway to fix this? I have an arctic cooling fan also which I heard was pretty good but I have shitty ventilation in my case also.

(should I take the case cover off, would that help?)

Pop off the side of your case and run a regular housefan beside it, that'll take care of that.

If that doesn't help, you have bad contact with CPU and heatsink.
