CPU too hot

i think my CPU is alittle warmer than it should be and i am looking for some help on trying to bring the temp down some here are the specs. also before anyone says i need a better fan keep in mind this is in a 1u case with using Vantec 6012 heatsinks, in an Antec 1u case with 4 40mm fans providing cross ventlation.

Vantec 6012

Athlon XP to MP 1800+ (x2)
Palomino core
1.75v core voltage
non overclocked
Tyan K7 motherboard (s2462)

Temps range from 65c - 80c depending on load

i was thinking about lowering the core voltage but there is no way to do so on this motherboard in bios, is there a utility to do so through windows?
