I get cpu lag spike when playing bf3. Can someone help me with this?

I use the graph on bf3, I get yellow spike often and when I alt-tab. I run the game on ultra settings with average 90 fps.

recently upgraded to this new rig:

i5-3570k (oc'd to 4ghz with hyper 212+ HCF)
asus p8z77-pro
evga gtx 670 ftw
seasonic x750

*funny thing is I never had this problem with my old build(560ti and phenom 965)

Have you tried raising your virtual memory? Some people running 32-bit o/s got lag/crashes playing BF3 when they run out of memory space (You didn't list how much memory or O/s you have).

Another thing to look is if you have hyper threading enabled. It was a culprit for some people that caused stuttering in BF3 (Not sure if the 3570 has Hyperthreading or not).

You probably didn't get the CPU spike on your earlier build for a few reasons:
1. That Phenom 965 was already maxed out. The high end Phenoms due well on this game, but an i5 or i7 are still so far ahead they actually have CPU to spare in most cases. If the CPU is maxed already, you won't see a spike in any task manager. The real question is whether the cpu spike you experienced actually caused a slowdown.
2. Possibly different driver set with that 560ti. The video card does still have to switch out of 3D and back to 2D mode when you alt-tab to desktop or non 3D app, so in one way or another the video card drivers are involved. This is just a hunch, I could be completely off base.
3. Possibly some other driver causing the issue. This is a completely new build with completely different hardware than your previous machine.

The hyper threading stuttering issue was fixed earlier this year or late last year with a patch. Can't remember when exactly but it was shortly after the Back to Karkand DLC.
Also, the 3570 is an i5, so it DOES NOT have hyperthreading.

When I get the yellow spike on the graph the game will stutter or slow down. And from what I understand the yellow line on the graph is the cpu, and if it spikes up, that means the performance dropped. As the graph is inverted, so the lower the number On the graph the better the performance is.

hmmm weird the spikes could be destruction related did things go BOOM like building dropping etc?

Have something running like resource monitor, or maybe a third party program. When you get the spike, alt tab and see what happened. First thing to determine is there is not another program or resource causing the spike. Some examples would be a security program or the network stack.

Could also disable core parking. I noticed smoother gameplay in BF3 after i turned it off.

This is nothing but a placebo. The reason as to why it is a placebo, is that parking is automatically disabled when something that requires multithreading, such as BF3. Parking only prevents the hyper-threading virtual core from executing at that moment of the clock of "low" and even "medium" usage. This is due to the fact that it is better to execute an instruction(s) via a physical core rather than virtual core. The OS and ACPI will activate the virtual core as the need ramps; just as it does for clock and power.

Multithreading can create resource contention within the processor by distributing instructions to core and virtual core. Vista treated physical and virtual core as equals, and the very reason that Intel created the code for parking in Windows 7 to help with this issue. But note, that Intel has also made some recent core improvements (q.v. Ivy Bridge) to prevent Hyperthreading from creating too much resource contention.

But also to note, as did the OP, the i5 is use does not have HTT.
