CPU PLL Voltage + Max NB Volt

Hey. I just got done installing the Swiftech 220 Water Cooling set up I received today so I'm looking to do a bit more extreme OCing than I had before with my Tuniq Tower 120.

I'm pretty knowledgable with everything else, but CPU PLL is new to me. I sort of understand what it does but I heard that it can severely damage the CPU. Is this true?

What should I have it for if I intend to do ~3.7-3.8GHz?

And what is the max safe NB voltage that I should set to so that I can safely reach 3.8 without messing around too much? Is 1.6 too much? It's at 1.39V right now and perfectly stable at 3.48GHz, I just prefer not to test these two voltages, I'm simply lazy.
 
I've scoured the net on info about PLL voltage and no one really knows what it really does.

Bottom line, it never really helps an overclock, so just leave it at stock.

Just worry about core voltage for cpu overclocking, and NB voltage and FSB termination voltage if you wanna try and crank up the FSB.
