PC decided not to power back on from sleep. Pressing power button yields nothing, no power to anything. Swap out the power supply with a known good one and the same result. Disconnect power supply and jumper it on, and it works. Plug it back in and jumper on, mother board shows CPU debug LED and nothing on the Montior. Reseating CPU, RAM and GPU yielded no change. Clearing BIOS had no effect

Mobo is an x370 Gaming Pro Carbon and 1700x CPU. Figure it has to be one or the other. Don't have access to swappable hardware, so it will have to be a purchase. Despite the LED saying CPU init failure, thinking it's the board as it doesn't react to power switch at all. Which pretty much means it will be the CPU after I buy a new board.
 
Not sure if there's anything specific about Ryzen Gen 1, but in my experience... unless there's something mechanical involved (bent pin, forgot to take the plastic off the HSF, etc) - almost every time it's the motherboard. You almost have to detonate a CPU with a tesla coil to get them to fail to boot.
