I have some 91% isopropyl, is that a high enough percentage to use for cleaning off my thremal pad?

yes...though I'd use a straight razor blade to scrape off the thermal pad...then use the alcohol to get the residual pieces.

i thought it was bad to use a razor blade? i thought i heard to use a something plastic so it does not scratch the suface....like a credit card?

I use a knife daily to clean off thermal pads...

91% is sufficient, but you could go-for-the-gold and find 99% at places like Target.

Why not just use acetone, it will not leave any residue and will also clean better w/o damaging the cpu or heatsink....
