CPU fan trouble

So far i've had a weird problem popping up from time to time on my desktop. Right when I boot up, one of the fans in my case start sounding almost like a truck engine or something, probably due to a bad balance or something. I think i've narrowed the noise down to the CPU heatsink, and I don't want that sucker to fail, so I think I might just replace it before the problem gets worse. Question I have though is, what's a good, cheap heatsink to use? I really have no idea about what's "good" for a fan, but I really don't need much. I'm running on an Athlong XP 1600 which is at stock speed. With the fan I have in there(random noname compusa brand) now i don't go above 47ish C with max load, so i'm fine with that. I'm just looking for something really cheap (sub 20 bucks hopefully) that can keep my temps ok and be as quiet as possible. Anyone have some good suggestions as to what brands are good for this pricerange? Or what retailers to look into? (looking into newegg right now). Any info would be great, thanks.
 
its ok man, no one responds to my posts either :( . i would spend a couple extra bucks and get a slightly better heatsink, the zalmans should be able to run quiet as a dead mouse. but the one you picked out is good enough if ur looking to do the bare minimum of cooling (still prolly better than the one u got right now). i think the noise from ur heatsink fan is coming from a screwed up bearing inside, this happend to my pentium pro 133 system.
 
before i got water cooling i had an Aeroflow heatsink/fan combo...worked pretty well and is only $25 or so depending on where you go. full load i had about 45C. and is pretty quite.
 
that speeze HSF is pretty good
u should get that if u dont wanna OC too much
