CPU Fan Error

Well I just built a new computer and sometimes when I start up the computer, on the POST test it says CPU Fan Error and I check bios and the cpu nor the chassis fan are running but other times they are. What can I do to fix this.

Also what is an average temp for A64 3200+ and motherboard running on stock cooling?
 
yeah i have checked it many times. just sometimes it says it and sometimes it doesnt.
