I have an Ultra X2 Connect 550W PSU

On the dual 12V rail, it runs 17A(12V1) and 18A(12V2). What rail is the video card usually running on? Is it the first or second rail (manual doesn't specify anything)

- Core2Duo E6600 @ 3.01Ghz [335x9] (No Vcore Changes - 1.325V)
- 2GB (2x1GB) DDR2 667Mhz @ 837.5Mhz 4-5-4-14 (+.2 Vdimm - 2.0V)
- Sapphire X1900XT 256MB @ 650/775 (XTX Speeds)

Fans I have:
- 2x 120mm fans @ 1800RPM
- 1x 80mm fan @ 2500RPM
- Scythe Mine HSF @ 1500RPM

Other Misc Computer Parts
- Creative SB Audigy 2 ZS
- WD 250GB SATA 7200RPM
- 1x Optical CD-R/RW Drive
- Segate 40GB IDE 7200RPM [not yet installed]
- 1x Optical DVD Drive [not yet installed]

That PSU can definitely handle it, and can probably handle a decent amount more as well.
