Cost of starting enterprise e-commerce business?

Hey I am doing a marketing project and my mock business plan is to rent out downloadable movie over the internet and has content protection so it can be priated or anything when its transfered to hometheater pc's and each movie has a limit on how many days they can view it before it deletes it self out of their HD. Now my mock business that I will be using is Blockbuster. My plan is to intergrate my service to their equipment they have available. I need to make a budget for the startup costs. I have no clue how much enterprise level e-commerce servers, internet access, labor IT employees, software costs are. Anyone have a basic price list of the stuff required and how much it costs? Or could anyone link me to some site that is easy to follow? Thanks. Im guessing 20 million dollar is a good estimate.
