Corssfire 2nd gpu idle issue

So I just got my 2 7950s installed and am having a minor issue. The 2nd card runs at 99% usage even when the system is idling. I've heard of this happening before with older drivers but was not aware of it happening with the two I've tried (13.9 and 13.11 beta)
I have seen it suggested that disabling ULPS might resolve it, but I just wanted to see if there was any other solutions first?

While I am asking about it, does disabling ULPS give any advantages other than potentially fixing this issue?

Use 13.10 beta and disable ULPS.

Works great for me. I have tried 13.11 beta but had an issue with the screens going black and not recovering during driver install.

Disabling ULPS helps greatly with the second card. It will perform exactly like the first card and will even report correctly in AB.
 
Cheers mate. I disabled crossfire when I wasn't gaming and that stopped the 2nd card loading when idle but I think I will just disable ULPS and be done with it. The 2nd card will still drop to 2d clocks which is low power enough for me
