Whats this cpu comparable to amd wise? Stock? oc'ed? I always thought it came within a a couple hairs of the bigger intel brothers. Also, would this cpu work ok on a 480 watt power supply that has run a Opteron at 3 ghz fine as long as not much else in the rig was taxing it?

I can say yes it will run fine as I am running it on a Apevia (Aspire 500W) that came with my X-Navigator case which I used before to run an Opteron 165 at near 3GHZ.
The 2160 is already doing 3.2 @ 1.37v and totally kills my Opteron 165 (3ghz). The 2160 is in my HTPC only computer and the Opty is in my main gaming and all around computer.

Comparable to the X2 3800+ at stock.
OC'd, comparable to the E6850 or X2 6400+... 480w is plenty. I'm running one on an Antec 380W, OC'd.
