Converting MP3 to MP3?

I was wondering if its possible to convert MP3s ripped at different bit rates to other bit rates. Mainly I'm thinking about making my 320s to 192s for my MP3 player. Also, is it possible to make VBR MP3s into 192s?
 
i wouldn't recommend doing this because you'll degrade the quality of the mp3 files.
 
I know it'd be a downgrade (I'd be keeping the 320s on my hard drive still, but the downsized ones for my MP3 Player) just from the natural fall in bit rate. But would there be any other penatly for doing this besides the natural bit rate fall?

none that i can think of. anyway, to answer your original question: you can convert mp3 files from one bit rate to another. yes as well to your second question about convert vbr mp3 files to 192 cbr.

as for transcoding your mp3 files, i know you can use Foobar 2000 so long as you have Lame handy. Beyond that I can't think of any s/w that will allow you to do that, but I'm sure there are many out there.

Yes, you'll end up mangling the sound quality pretty badly if you transcode, even if you pick the same codec. Basically, the 320kbit MP3's lose a certain amount of info, then doing that same process will perform even more excising when you do it again to squeeze them down to 192kbit. Sorta like the whole copy-of-a-copy idea, you'll just end up increasing the differences between the MP3 and the original.

No No No!... the real question is will you even notice the differance when you transcode the files?
Try it and if you don't notice the degraded sound quality then, PFT.... your life just easier. :D

If you're gonna do this you might as well do it right and use Lame
If you are not into command line stuff try the Razorlamefront end.
 
Okay, following what you said Mister X, I've found some bands really dont play the style of music that suffers from the loss. So you saved me about 30 CD worth of ripping. I think I'm just gonna rerip them all anyway, so here I go.
