Controller or Hard disk issue?

I boot up win xp and get the following message:

STOP C0000218 {Registry File Failure} The registry cannot load the hive(file)
\SystemRoot\System32\Config\Software\ or its log or alternate
It is corrupt or absent, or not writable.

I've had other crashes also, but it just won't plain boot now. I ran a disk scan with Seagate tools and it reported several bad sectors. But, a week or so ago after a crash I was looking through event viewer and noticed that there was a "controller error" "The driver detected a controller error on \Device\Harddisk1\D." So my question is could a program report bad sectors if there is a defective controller or are both my hdd and controller shot?

Could a bad drive cause a controller error?
Should I replace my motherboard because Event viewer reported a bad controller?
