Contrast Adjustment -- Acceptable Range?

I am running dual monitors and both of them are maxed out at 100% settings each for Brightness and Contrast (Yes, I know how to calibrate a monitor--atleast to my own satisfaction). Each CRT monitor is 10+ years old, so I'm not upset "but" I just bought my Mom a new Dell LCD and got an excellent picture with Brightness set to 25% and Contrast set to 50%.

Several different ways to ask generally the same question:

1. Brand new out of the box, after calibrating a good picture, what would be the MAXIMUM % settings for an acceptable new machine?

2. Any rule of thumb about how many percentages per year/per 1000 hours/whatever will be needed to maintain a good picture? Is it basically a straight line depreciation to 50K hours when the picture should be half as bright or is there some other "formula?"

3. Any rule of thumb about what the maximum settings should be when buying a "used" monitor? Obviously, a computer that looks good but is set at 100% has no more adjustment in it but my potential seller got upset with me when I refused to buy a monitor that looked good but was set at 90%--I figure it had a lot of hours on it but what if from the factory on day one 30K hours ago it was at 88% ?

My first question on this thread. Came here before but couldn't/didn't register. This time I took the time to do it as I'd like to buy two used monitors but don't want to get "burned in." Now I'll go see if I can help anyone else. I've had all the problems but don't have many answers==too many variables. :p
