I have a lot of questions, and am a noob in this area so help would be appreciated.

TECs(peltier ?)....

Are they worth it, are they safe, is it even worth investing in one, can i use it with a standard air cooler, or do i need a water cooling setup, how are they powered, do i need a seperate power supply for it ?

I have no idea where to start.

Nope... Not really worth it.

Basically, you need a TEC rated for 2x the output of your CPU to get a good below ambient temp... So, for your E2200, I'd expect you to need a good 240w TEC to get any satisfactory results.

This means that, in addition to the ~120w your CPU is putting out, your TEC will draw about 200-240w to cope with it. Lame.

Also, you'll need insulation, a dedicated PSU, among other things... All for a temp around ambient.
