Connect3d X700 Pro Overheating

I just got a new x700 pro for 80 bucks but I noticed it has a really tiny fan for cooling. I tried to play FEAR to test it out, but it would lock up with the VPU recovery message. When I looked at ATI Tool, it said that it was running at 96 degrees celsius! That is clearly way to high. What exactly should I do. I dont see how a stock card should be overheating and suggests it si a flaw with the product design.
 
my ATI branded x700pro agp is running at overclocked speeds (in my sig) and my temps reach 46.4C max. then again, i have a VF700 installed...highly recommended...your temps are way too high.
