I have this computer that juts wont boot. It goes to load, and says "counldnt load windows" and wants me to choose safe mode, or last known good configuration, etc. So when I choose, it goes to load windows for about 5 seconds, and then reboots.

I thought maybe it was a hardware problem, so I took everything out that wastn needed (like sound card and nic card, etc). But It still gives me errors.

What might be causing this?

did you try different memory? if that doesn't work - you prolly have corrupted OS and you'll have to run a repair install.. or complete reformat..

well i think its the hard drive. I ran this diagnostic test thing and it saays something is wrong with the hard drive.

and i tried to repair windows using the instsll disc, and its not even reading that there is an OS on it.

Drive fails the maker's own diagnostic program? That means it qualifies for RMA. The drive could be defective, or the problem may be caused by an environmental problem, such as shipping damage or low quality current from the power supply.
