Computer will not start after HD install

I was working on a friend's computer --- just installing a second hard drive.

After getting everything in place and plugged in I tried to start the computer back up. Nothing. Dead as a doornail.

I tried disconnecting the hard drives just to see if I could get some response. Nada.

The only thing I noticed was that if I disconnected the power supply plug from the mobo and then reconnected it -- the cpu fan would spin for about a half-second whenever I first pushed the main power button.

Any subsequent press would do nothing, unless I disconnected and reconnected the power supply plug again.

What is happening here? Any ideas?

Just FYI, my friend sometimes the computer -- after being on for a while would make a grinding, rubbing sort of noise. He wasn't able to tell me if it was a fan-related sound, or possibly a hard drive crunching.

Please help. I welcome your expertise and suggestions.
