Comparison of VGA converter to PCI TV card?

I currently use a PCI TV card (the Compro Gold Plus) to convert my PS2 games onto my CRT monitor (using just the standard component cable). I have been contemplating getting one of the component to VGA converter boxes (e.g. the VD-23 or X2VGA) to improve the quality of the video feed. However, is the quality of this conversion going to be any better than my existing setup?

Given my current setup, what's the best (quality/dollar) upgrade I can make at this point:

  1. Upgrade PS2 cable to s-video out and keep my current TV card ($10)
  2. Upgrade PS2 output to component AND PCI video card with component inputs (not sure this exists???)
  3. Buy a standalone VGA converter ($60)
  4. Buy a monitor with component inputs (~ $500)
  5. Hold out for PS3 + monitor with DVI/HDMI input ($1,000+)
 
Um, heck yes a component to VGA converter will be better quality than using S-video. Plus, any hiccup in your PCs processor will disrupt your video feed from your gaming system using a TV tuner card.
 
Thanks -- I guess my question is, HOW MUCH better would the component > VGA conversion be than s-video? Would it be $80 better?
