comp hanging when restart

Ok, ive talked to 2 people about this, thanks to the both of you first off......ok heres my problem

Any time i restart my computer it hangs.....wont post wont do anything, fans are on, HDD light blinks 2-3 times then stops, no power light on screen.......even a cold boot results in the same thing.....i do however keep my computer on basicly 24/7 only when memeory gets full or i dl programs needing a restart or a storm is near i keep everything off....

specs of comp are:
MSI KT333
amd 2000+@2600+ speeds (had this overclock for a good 3 years or soish)
1 gig (2x512) Geil pc400 ram
9600 pro (just updated drivers the other day)
windows xp home

Well.....someone with my aggrivation. Actually, I've learned to live with it. My system does the same thing, and I believe its the motherboard.
I just dont hit restart anymore, but I would like to see what input you get on this.
