I just got down putting the cpu/mobo/cooler together on my new build and the heatsink has a bit of play in it after fully tightened down. I have never used an aftermarket cooler so I want to know if this is normal?

Also, first time using thermal paste and I just went off the "grain of rice" method found on a youtube video from newegg. Is this pretty reliable?

I just bought one last week and it had a lot of play. Temps were afwul. Returned it and bought a refurb H50 for $45 and dropped temps over 50*C compared to the EVO as my 3570k was hitting 100*C on load at stock clocks.
 
It's normal for them to be able to twist, but it shouldn't be able to rock side to side.
 
As poster above stated it shouldn't rock , unless you really push on it, lifting one side off CPU die .

OP, the hyper 212+ has channels in between each heatpipe so you probably need more grease ,as those channels were fill up and then you don't spread enough .

The hyper 212evo doesn't have space between heatpipes like the plus version so should need less paste .

Always check HS bottom for flatness and cpu so you know what you are up against .
 
That's good because I accidentally put too much on when I applied it, or what I thought was too much.
