Is it alright to use ethyl alcohol 200 proof to clean off thermal paste? Or is isopropyl alcohol better?

either is fine
where'd you get the 200 proof stuff?

at university of illinois at urbana champaign the ece department has a store that sells different kinds of things including ethyl alcohol...so i get it for cheap :) ....

while we're on the subject does anyone know if ethyl alcohol is safe on crt monitor's with anit-glare coating?

Probably, I can't imagine they would use something for a protective coating that wouldn't hold up to solvents like that. But I would test it on a corner first, don't take my word for it, I won't be held responsible :D
