Cheap, reliable card for basic surfing

My Dad is 61 and just decided he wanted a pc so he can learn to surf, etc so I'm building him a budget system and need recommendations on a nice cheap but reliable card. I'm really only familiar with the latest technology cards.

just use the onboard video...no sense in dropping cash on a card just for the net.
 
anything in the 30-40 bucks range, or...you can just get a mobo with onboard video
