Changing VSync "Pre-render Limit"?

For Nvidia cards this is done easily in RivaTuner.
But RivaTuner doesn't allow those settings to be tweaked with Catalyst drivers. CCC only has "Vsync Enabled/Disabled" options and no fine-tuning of the pre-rendered frames.

Any other way of doing it?
My Vsync is creating some crazy mouse lag at the moment, the pre-render needs to be turned down.
